The attack on the port of Taman in the Krasnodar region wounded two people and damaged an oil storage tank, warehouse, and terminals, according to regional Governor Veniamin Kondratyev. Meanwhile, debris from Russian drones caused civilian and transport infrastructure damage in Ukraine's Odesa region, disrupting power and water supply. Ukraine's long-range drone strikes on Russian energy sites aim to deprive Moscow of the oil export revenue it needs to sustain its full-scale invasion. Russia, in turn, seeks to cripple the Ukrainian power grid, denying civilians access to heat, light, and running water in what Kyiv officials describe as an attempt to 'weaponize winter.' The attacks preceded a round of U.S.-brokered talks between Russian and Ukrainian envoys in Geneva, just before the fourth anniversary of Russia's full-scale invasion of Ukraine on February 22. Ukrainian President Volodymyr Zelenskyy raised concerns at the Munich Security Conference about future security guarantees for Ukraine, questioning the feasibility of a free trade zone in the Donbas region, which Russia insists Kyiv must cede for peace. The U.S. team's desire to sign all agreements simultaneously contrasts with Ukraine's preference for guarantees on future security first. These concerns were echoed by Senator Jeanne Shaheen, a ranking member of the U.S. Senate Foreign Relations Committee, who emphasized the need for real security guarantees in any peace agreement. European Union foreign policy chief Kaja Kallas noted that Russia hopes to secure diplomatic victories where it has failed on the battlefield, relying on U.S. concessions. However, Kallas also stated that key Russian demands, such as the lifting of sanctions and asset unfreezing, are decisions for Europe. Previous U.S.-led talks in Abu Dhabi have struggled to resolve issues like the future of Ukraine's Donbas industrial heartland, largely occupied by Russian forces.
