Smart Tech Catches Murder Suspects: A Game-Changer for Ugandan Police
In a dramatic turn of events, the Ugandan police have demonstrated the power of technology in crime-fighting by tracking down a vehicle connected to a high-profile murder. This led to the swift arrest of two suspects and the recovery of a stolen car, showcasing the potential of the country's new Intelligent Transport Monitoring System (ITMS).

The primary suspect, Hillary Byaruhanga, a 28-year-old private security guard, allegedly shot Mutinisa and fled the scene in the victim's black Toyota Land Cruiser V8. The vehicle's registration, UA 769 BQ, became a crucial lead for the police.
And here's where the ITMS comes into play. The police activated the system, which employs advanced technology such as electronic chips in number plates and Bluetooth beacons, to track the stolen car's movements. Within hours, the vehicle was located, and the suspects were apprehended in Kanungu District.
"The ITMS provided us with an unprecedented level of efficiency in this case," a senior officer at Police Headquarters revealed. "We were able to follow the car's route in real-time and pinpoint every stop, which is a game-changer for criminal investigations."
Unveiling the ITMS: A Technological Marvel
The ITMS is a cutting-edge project developed by the Ministry of Works and Transport in collaboration with the Uganda Police Force and JSC GS. It represents a significant upgrade to the country's transport monitoring capabilities.
The system's key features include:
- Electronic chips and Bluetooth beacons in number plates, which send instant alerts when tampered with.
- Automatic Number Plate Recognition (ANPR) cameras, satellite networks, and CCTV infrastructure, all feeding data to regional and national control rooms.
"We are witnessing a revolution in law enforcement technology," a ministry official commented. "The ITMS is not just about tracking vehicles; it's about transforming how we respond to various crimes, from car theft to violent offenses."
Murder in the Context of Uganda's Crime Rates
Mutinisa's murder is part of a larger narrative of high homicide rates in Uganda. The Uganda Police Annual Crime Report 2024 recorded 4,329 homicide cases, accounting for 1.9% of all reported crimes. This equates to an alarming 25 people killed daily, including murders, manslaughter, and aggravated assaults.
Police officials attribute these crimes to various factors, including domestic violence, armed robbery, land disputes, and crimes of passion. However, they emphasize that technological advancements are becoming a powerful tool to combat crime.
