Imagine a war-torn nation sitting on a potential goldmine of untapped energy resources, now attracting the attention of global oil giants. Syria, a country emerging from over a decade of civil war, is poised to become a new frontier for oil and gas exploration, and the race is on for major players to secure their piece of the pie. But here's where it gets controversial: as international firms line up to exploit Syria’s vast reserves, questions arise about the ethical implications of investing in a region still grappling with political instability and humanitarian challenges.
In a recent interview with the Financial Times, Youssef Qablawi, CEO of the state-owned Syrian Petroleum Company, revealed that Syria is actively courting major oil companies to help revive its hydrocarbon industry. “There’s a vast amount of unexplored land in our country, holding trillions of cubic meters of gas,” Qablawi stated, underscoring the scale of the opportunity. Among the firms being tapped are U.S. giants Chevron and ConocoPhillips, as well as European powerhouses TotalEnergies and Eni. These companies are seen as key partners in drilling for oil and gas, particularly in Syria’s offshore sector, which remains entirely untapped.
Last week, Chevron took a significant step by signing a memorandum of understanding with Qatari firm UCC Holding and the Syrian Petroleum Company to explore offshore areas between major gas discoveries in Israel and Egypt. And this is the part most people miss: Chevron is expected to begin operations on this offshore block within just two months, marking a rapid escalation in Syria’s energy ambitions. Meanwhile, TotalEnergies and QatarEnergy are considering investments in a second exploration license, and ConocoPhillips may also join the fray. Qablawi added that Italian major Eni is another potential collaborator, and he’s set to meet with BP executives in London to discuss their possible involvement.
Syria isn’t limiting its partnerships to Western firms, either. Qablawi confirmed that the country is open to collaboration with Russian and Chinese companies, further diversifying its pool of potential investors. In November, the Syrian Petroleum Company signed a deal with ConocoPhillips and Novaterra Energy to develop existing gas fields and launch exploration programs for new ones, signaling a broader strategy to attract international expertise.
As Syria regains control over key oil and gas fields in provinces like Deir ez-Zor and Al-Raqqah, domestic production is expected to rebound. Energy consultancy Wood Mackenzie estimates that Syria holds at least 1.3 billion barrels of oil equivalent in discovered resources, with vast areas still unexplored. But here’s the catch: while the opportunities are immense, the risks are equally significant. Operating in a post-conflict zone comes with geopolitical challenges, and critics argue that foreign investment could inadvertently support a regime accused of human rights violations.
Wood Mackenzie predicts that gas-focused operators will likely be the first to re-enter Syria, drawn by the relatively safer environment in the Palmyride Basin and the strategic importance of power generation.
